§ 74-115. Service connection.

  • Service connections shall be installed by the owner of the premises to be served in a manner acceptable to the village manager by a licensed plumber, and shall be connected only upon the payment of the connection fee and meter installation fee. A meter of the type prescribed by the village manager shall be installed by the owner and placed in such a location as may be directed by the village manager to provide ready access. A full open, nonrestrictive gate valve shall likewise be installed by the owner in such a place as is directed by the village manager to provide ready access. Should the village manager so desire, he may, at his sole discretion, install and maintain such a meter and/or valve and bill to the owner of the premises, on the water bill, the cost of the meter and/or valve, plus cost of installation and overhead; and shall bill the owner of the premises, on the water bill, for any cost of maintenance thereon. The meters, valves, and water connections shall be the property of the village and the village shall maintain the water connections. The owner of the premises served shall maintain that portion of the water supply system from the connection joint of the service line at the shutoff valve facing the premises back to the building or structure being served in a manner prescribed by the village manager. Should any leaks or an emergency develop anywhere within the water system, or maintenance be required anywhere within the system, the village manager may shut off such lines, including lines upon premises served, he deems necessary in order to repair the leak, meet the emergency, or maintain the system.
